V&a Online Courses – A pre-license course (8 seminar hours) must be completed by a member of responsible management or a designated employee for a Virginia Class A, B, or C contractor license. The pre-license course is required for anyone needing a VA contractor license and is a separate requirement for contractor license exams Type A and Type B contractor’s license. The pre-license education course is a basic business course that covers regulations, laws and relevant requirements necessary for every business owner. The course is not specific to any particular classification or specialization.
After you complete your pre-license course requirement with Ace Tech Institute, we will send your information electronically to DPOR (Department of Professional and Occupational Regulations) in order to certify your training. You will receive your class completion certificate at the end of the course; DPOR strongly recommends that you keep a record of the completion of the course (ie a certificate of completion) in case it is requested by the council’s office when submitting the application.

In order to complete your application for a Virginia contractor license, our guides explain the Board’s regulations for contractors and the current statues or statutes (Title 54.1, Chapter 11 of the Code of Virginia) and the DPOR Board’s regulations for contractors.
Eligibility for a VA contractor license is based on the knowledge, skills, abilities, financial status, and other entry requirements set forth in §54.1-1106, §54.1-1108, and § 54.1-1108.2 (subject to exemptions in §54.1-1101) of the Virgin Code Yanya
The Virginia contractor’s license consists of two parts: (1) the type of license (determines what, if any restrictions will be placed on the size of contracts/projects that can be performed), and (2) the classification/specialty (determines what type of work the licensed contractor may perform) .
The DPOR Board of Contractors issues licenses in one of three classes: Class A Contractor License, Class B Contractor License, and Class C Contractor License. In most cases, the type of contractor license you must apply for is based on the value or contract price of the projects your business will bid on or engage in (see note below for specific exceptions).
Workforce Training Programs
A Class A contractor’s license performs or directs construction, removal, repair, or improvements where (i) the total value referred to in a single contract or project is $120,000 or more, or (ii) the total value of all such construction, removal, repair, or improvements performed by a person such within any twelve month period are $750,000 or more.
A Class B contractor’s license performs or directs construction, removal, repair, or improvements where (i) the total value referred to in a single contract or project is $10,000 or more, but less than $120,000, or (ii) the total value of all construction, removal, repair, or improvement or the improvements made by such person within any twelve-month period is $150,000 or more but less than $750,000.
A Class C contractor’s license performs or directs construction, removal, repair, or improvements where (i) the total value referred to in a single contract or project is over $1,000 but not more than $10,000, or (ii) the total value of all construction, removal, repair, or improvements performed by such person within any period of twelve months, is not more than $150,000.
Note: Landscape irrigation and water well contractors must have a Class A contractor’s license, Class B contractor’s license or Class C contractor’s license regardless of the dollar amount of the project or contract.

The classification or specialization (not to be confused with the licensing department) defines the scope of work that can be performed by the licensed contractor. You can find a list of all the various classifications and specialties issued by the Contractors Board and a definition of the work each is permitted to perform in DPOR’s 18 VAC 50-22-20.
It is important to choose the classification or specialty for your VA contractor license carefully, because if you perform work outside the scope of practice for your license, you may be subject to disciplinary action by the board. Effective August 21, 2006, the designated employee or member of responsible management of all contractors seeking a license for an entity that is not currently licensed must successfully complete an eight-hour business course approved by the Contractors Board. This course is also called a business course or a pre-license course.
You must ask the course provider to electronically submit proof of completion to the Board. This submission will identify the course, the course provider, the completion date, and the name of the person who took the class. This is why you must be sure that your provider is approved by the state. Ace Tech Institute is an educational provider approved by the State of Virginia.

The Designated Employee Examination tests the applicant’s general business knowledge, his knowledge of the laws and regulations governing contractors, and if the applicant is seeking the Building Specialty (BLD) classification on his license, his knowledge of the Virginia Uniform Building Code.

The VA Class A Contractor License Exam is a three-part exam consisting of 1) a Virginia Section (to test the candidate’s knowledge of Virginia laws and regulations governing contractors), 2) a General Section (to test the candidate’s general administrative and business knowledge) Also, 3) an advanced section which tests the candidate’s general administrative and business knowledge needed to engage in first-class contracting. The Class B contractor license exam is a two-part exam consisting of the Virginia and General parts (included in the Class B exam).
